Several major international airports now allow foreign visitors to apply for a Temporary Motor Vehicle Driving Permit immediately after arrival.
This is designed for:

It is not for long-term residents.
The permit is typically valid for up to 12 months (depending on local regulations) and is ideal if you plan to:

Airports in China Offering Temporary Driving Permit Services
These are the main international airports currently offering on-arrival driving permit services.
Beijing – Fast and Efficient
Available at:
- Beijing Capital International Airport (Terminal 3)
- Beijing Daxing International Airport
Both airports have on-site vehicle administration stations.
What I appreciate about Beijing is the one-stop process:
- Document check
- Photo
- Basic medical confirmation (if required)
- Permit issuance
Processing time: usually 15 minutes to 1 hour, depending on how busy it is.
The counters are typically located near international arrivals. If you feel lost, just ask airport staff for “traffic police service station.”
Shanghai – One of the Earliest Pilot Cities
Available at:
- Shanghai Pudong International Airport
- Shanghai Hongqiao International Airport
Shanghai has offered temporary driving permits at the airport since the early pilot phase.
In my experience, Pudong is especially smooth. Staff are used to international travelers and the signage is clear.
If you’re landing at Hongqiao, double-check counter hours — some desks may not operate 24/7.
Chengdu – 24-Hour Service
Available at:
- Chengdu Shuangliu International Airport (T1 Terminal)
Chengdu offers 24-hour service, which is extremely helpful if you land late.
Processing time is typically around 30 minutes once documents are submitted.
If you’re planning to drive into western Sichuan or rural areas, this is a very practical option.
Hangzhou – Simplified Since the Asian Games
Available at:
- Hangzhou Xiaoshan International Airport
Since 2023, Hangzhou introduced a simplified “landing application” service.
For small cars and motorcycles, foreign applicants are generally exempt from submitting a physical medical certificate, which makes the process easier.
If you’re planning a Zhejiang road trip, this is a convenient entry point.
Hainan – Very Friendly for Self-Drivers
Available at:
- Haikou Meilan International Airport
- Sanya Phoenix International Airport
Hainan has been especially welcoming to foreign self-drivers since 2019.
For small vehicle permits:
- No medical examination required
- Just valid documents and license translation
If you’re dreaming of a coastal road trip in Sanya, this is one of the easiest provinces for temporary driving permits in China.
Kunming – Yunnan Road Trip Gateway
Available at:
- Kunming Changshui International Airport
The traffic management service station is located in the international arrivals hall.
If you’re planning to drive through Yunnan’s mountains and villages, Kunming is a practical starting point.
Changchun – 24-Hour Smart Service
Available at:
- Changchun Longjia International Airport
Changchun offers a 24-hour smart traffic police service station.
This is especially useful for late-night arrivals in Northeast China.
What Documents Do You Need?
This is where most travelers make mistakes. So please prepare carefully.
1️⃣ Valid Entry Documents
You must provide one of the following:
- Passport
- Mainland Travel Permit (for Hong Kong/Macau residents)
- Taiwan Compatriot Permit
- PRC Travel Document (if applicable)
Most travelers will simply use their passport.
2️⃣ Your Overseas Driver’s License
You must bring:
- Original valid foreign driver’s license
- Chinese translation
If your license is not in Chinese, you need an official translation from:
- A qualified translation agency
- Or a notarized translation
This is critical. Do not arrive without it.
3️⃣ Medical Certificate (Usually Not Required for Small Cars)
For small cars and motorcycles:
In most listed airports, a medical certificate is not required.
However, for large vehicles (bus, truck categories), a certified medical fitness document may be required.
4️⃣ Photos
You typically need:
- Two recent one-inch passport-style color photos
- White background
Some airports take photos on-site, but I still suggest bringing your own.
Special Situations
If you are:
- Participating in an organized competition
- Driving your own temporary imported vehicle
- Traveling with a tour group using private vehicles
You may need additional documents issued by relevant Chinese authorities.

If you’re planning a China road trip, the airport temporary driving permit system is genuinely convenient — far more than most travelers expect.
However, I always tell my clients:
