After Beijing, Shanghai, Xi’an, and Guilin, today we are heading to Chengdu.
This is the “Land of Abundance,” where pandas, hot pot, Kuanzhai Alley, and Qingcheng Mountain create a city that feels relaxed and welcoming.
Many visitors come for a few days and end up wanting to stay longer.
However, travel does not always go perfectly. A guide may treat you poorly. A tour may include unwanted shopping. A hotel may look different from the booking. A purchase may leave you frustrated.
Don’t worry. Chengdu has a mature and efficient tourism complaint system. It also provides friendly support for international visitors.
In this Chengdu Travel Complaints Guide, I will show you what to do when problems happen in Chengdu. Keep it with you, and hopefully, you will never need it.
1. Stay Calm and Keep Your Evidence
When something goes wrong, do not rush.
First, do one important thing: save your evidence.
Good records become your strongest support later.
Keep all paper documents, including:
- Travel contracts
- Tour itineraries
- Hotel booking confirmations
- Attraction tickets
- Shopping receipts
- Payment slips
Meanwhile, save your digital records too. Screenshot your WeChat conversations with guides or travel agencies. Keep important messages.
If you face forced shopping, rude behavior from a guide, or a hotel that does not match your booking, record the situation carefully.
Take photos, videos, or audio recordings if it is safe. However, always respect other people’s privacy.
Later, these materials can save you many explanations. They give your complaint a stronger foundation and help the right people understand what happened.
2. Your Best First Choice: The 12345 Hotline
In Chengdu, you do not need to decide which department handles your problem.
You do not need to choose between tourism authorities and market regulators. One number is enough: 12345.
Chengdu was one of the first cities in China to create a unified 12345 service system. It combines many government service channels into one place.
For international visitors, this hotline is especially helpful. Chengdu 12345 has an English service line with dedicated staff.
Meanwhile, the service team provides one-on-one support through bilingual operators. You can explain your situation directly in English.
The hotline has several advantages:
English support:
You can speak with English-speaking staff directly.
Fast response:
For requests from foreign visitors, the hotline provides an initial response within two hours. Then, staff follow up by phone within 24 hours to confirm the situation.
Dedicated support team:
Chengdu uses a special service structure for international visitors. This helps handle foreign-related requests more efficiently.
How do you use it?
By phone: Call 12345. Then tell the operator that you need English assistance.
By mini program: Search for Chengdu government service mini programs in WeChat or Alipay. You can also submit your request online.
Later, when you travel around Chengdu, remember this number. Whether you need help with tourism, transportation, or other local services, 12345 can connect you with the right place.
3. A Special Tourism Channel: Fast Compensation System
Chengdu has a tourism support system that many visitors appreciate: the Tourism Integrity Fund fast compensation mechanism.
If your problem involves a tourism-related consumer dispute, this channel may help you receive a solution faster.
So, what is fast compensation?
Chengdu has created a 200 million RMB Tourism Integrity Fund. The city uses this fund to provide advance compensation for qualified tourism complaints.
The process works like this:
You first submit your complaint through 12345. Then, if you did nothing wrong and your case has clear facts, enough evidence, and a reasonable claim, the special service team can start the compensation process.
This system covers many common travel disputes, including:
- Contract problems with local travel agencies
- Hotel or homestay service disputes
- Price disputes at restaurants inside attractions
- Shopping disputes at scenic areas
Meanwhile, the process is designed to save travelers time.
For general cases where the visitor is not responsible, Chengdu aims to complete the handling and refund within three working days.
Later, visitors from outside Chengdu can also receive priority handling. The city tries to solve these cases on the same day whenever possible.
For foreign visitors, this system brings real convenience.
You do not need to stay in Chengdu for a long wait. If your case qualifies, the compensation process can move quickly.
It is one of Chengdu’s most traveler-friendly protections.
4. A Direct Option: Chengdu Municipal Bureau of Culture, Radio, Television and Tourism
If your complaint clearly involves a travel agency or tour guide, you can contact the tourism authority directly.
This route works well when you need professional support for tourism-related issues.
The easiest way is still through 12345.
By phone: Call 028-12345 and ask for the tourism service section.
Meanwhile, you can also contact the Chengdu Municipal Bureau of Culture, Radio, Television and Tourism for more specific tourism guidance.
This department manages Chengdu’s culture, tourism, and related public services.
You can reach them through:
Official website:
Visit the Chengdu Municipal Bureau of Culture, Radio, Television and Tourism website for government services, tourism information, and updates.
Office address:
No. 366 Jincheng Avenue, Chengdu High-tech Zone
Chengdu Municipal Government Third Office Area
Office contacts:
- Bureau office: 028-61885308
- Duty phone: 028-61882955
- Tourism market complaints: 12345
Office hours:
Monday to Friday
9:00–12:00
13:00–17:00
Later, if you need to submit documents, prepare your contracts, receipts, photos, and communication records first.
Clear information helps the department understand your situation faster. However, for most visitors, 12345 remains the simplest starting point.
5. Consumer Disputes: 12315 and Consumer Protection Groups
Some travel problems are not only tourism issues. They are consumer disputes.
For example, you may buy a fake product, face unreasonable prices, or experience price fraud.
In these situations, the 12315 Consumer Complaint Hotline can help.
This is the national market supervision complaint service. Meanwhile, you can also submit complaints through WeChat or Alipay mini programs.
Later, you can contact the Sichuan Consumer Council for additional support.
The Sichuan Consumer Council has worked with legal professionals to create a guide for handling tourism consumption disputes. It provides references for resolving problems between travelers and businesses.
As the capital of Sichuan Province, Chengdu has a well-developed consumer protection system.
When your problem involves shopping, payments, or unclear charges, this channel may be more suitable.
Keep your receipts, payment records, and communication history. Then the complaint process becomes much easier.
6. Direct Support at Attractions: Qingcheng Mountain and Dujiangyan
If you visit Dujiangyan or Qingcheng Mountain and run into a problem, you have a direct support channel.
Dujiangyan City provides a dedicated tourism information and complaint hotline:
96526
Meanwhile, you can call this number directly if you need help during your visit.
Whether you have questions about tickets, services, or a travel dispute, the local team can guide you.
Later, if you need to submit a formal complaint, remember to keep your tickets, payment records, and any communication details.
For popular scenic areas, contacting the local service team first often solves problems faster.
A Note from Ruqin
A few final things are worth remembering.
First, pay attention to the timing of your complaint.
According to current tourism complaint rules, the handling department usually completes the process within 60 days after accepting your complaint.
Meanwhile, the general complaint period is 90 days after the tourism contract ends. I always suggest submitting your complaint as early as possible.
Later, there is another helpful option for travelers.
Chengdu, Deyang, Meishan, and Ziyang have created a cross-region consumer protection system. If you have a problem in Chengdu, you can also contact the consumer protection organization in your home area after returning.
You do not always need to come back to Chengdu to protect your rights.
For emergencies, handle them differently. If you face a serious safety threat, call 110 immediately.
Chengdu is a city many visitors never want to leave.
An Italian traveler once shared how 12345 helped solve his problem. He said you can always call, and someone will help. That simple feeling says a lot.
Chengdu has a 200 million RMB Tourism Integrity Fund, English-speaking hotline support, and a fast compensation system.
So, if something goes wrong, do not simply accept it. Use the right channel. Your voice can be heard, and your rights can be protected.
Finally, I hope your Chengdu memories are about pandas, hot pot, and the relaxed “bashi” lifestyle that makes this city special.
